Harbin Flood Control Victory Memorial Tower, located on the south bank of the picturesque Songhua River, the river bank of Daoli District, Harbin City, the terminal square of Central Street. The flood control memorial tower was built in 1958 to commemorate the victory of the people of Harbin over the extraordinary floods of 1957 and is a symbol and pride of this heroic city. The monument was designed by former Soviet designer Baggis Zielev and second generation architect Lee Kuan Yew.
