Bagan view tower is the best location for Bagan to watch the sunrise and sunset. It takes about half an hour to get a tutu car from Bagan city. Especially the sunset is crowded with people from all over the country, most of them are Chinese tour groups. It is indeed the highest place in Bagan. Everyone needs to pay 5 dollars per ticket.
