I stopped by on the way back from my stay in Tsunan Town. It is a location where there is no problem in either going to Nagano or to Tokamachi. When I went by car navigation on my smartphone, I was guided to a place like a nearby reservoir, so I think it's better to use the signboard normally. The parking lot is opposite a local coffee shop, and you can reach it by walking right from the side.
