This itinerary was really great for us traveling with kids. The penguin watching was in the evening, so we left the hotel around noon, which suited our child's schedule. Our first stop was the Puffing Billy Railway, a popular station with great photo opportunities. It was sunny at first, but halfway through the journey, a sudden downpour started. So we skipped the zoo and went straight to Phillip Island. We saw kangaroos along the way, and Cape Nobis was beautiful. Our guide, Xiao Li, was also fantastic.
We did see the baby penguins in the evening, but my older son got impatient in the end. We took many close-up photos though. Highly recommended!
