Didn't allow to walk on dam.
May need extra permission to walk on the dam length. Though people said they are not allowing for past 10 years now. You can take a partial look from the entrance gate where people are allowed.

Visited this dam in broad daylight while heading towards Chikmagalur from Halebidu. Average lake and dam. You are not allowed inside the adjoining dam. Could plan for a peaceful evening!
