You can see Otaru city!
I rented a car before noon, but it was a quiet place with no other visitors. I'm sure it's beautiful with neon if you come here at night. The altitude of this observatory is １９０ meters, but it was worth a panoramic view of Otaru city.

It is an observatory with a panoramic view of the cityscape of Otaru. Access is good as it can be reached immediately from the parking lot. Next time I want to go see the night view.
