I went swimming during the Obon holidays in August. I used the Kyoto Jukan Expressway. The road wasn't very crowded, probably because it's usually a weekday. Parking lot 1 Sun 500 Yen, there is a free shower, toilet and changing room nearby. There are no shops around, so you should bring drinks and food. It is a beautiful sea with high transparency. I recommend bringing a snorkel set as I swim a lot of fish.
