If you are willing to go by the old school style, sightseeing on foot, I'd give 5 on location, but be prepared to spend a chunk of valuable time of your trip. As for hotel, it's a business hotel so don't expect anything fancy however, there were books about those who participated in Meiji Revolution which helped a lot. Kindness.
