I went to May 2017. It is a place with a good view in Nishinoomote City, Tanegashima. It was a well-maintained park with a campsite, of course, with a parking lot and toilets, and an observatory. It was a nice day, so I could see the sea from the observatory, and I could see the coastline of Tanegashima clearly.
