That can only mean one thing: they never check your special request nor do they bother to take note of it! If that is the attitude of the hotel, it only implies that they act as if they care, but they don't. To me, I may never choose to stay in Vienna anymore.

Changfeng International was the most spacious hotel of our trip, with ample parking, and the rooms and corridors were both wide and comfortable! The bedding was comfortable and clean, the breakfast had a wide variety of options, and it was close to the highway exit, so I highly recommend it.

The hotel only gives 2 bottles of bottled water. You can't ask for more bottles (you have to pay). I have stayed in cheap and expensive hotels all over the country, and none of them said they would not give it...
