2026 APEC Initiatives - Integrations between PayPal & WeChat Pay

PayPal and Tencent (WeChat Pay) created a cross-border payment connection. U.S. PayPal users can scan WeChat Pay QR codes in China.

You don't need extra Chinese bank account or WeChat Wallet setup. This helps you and more international visitors pay in China easily.

What's more inclued

Alongside PayPal Integration, Tencent also introduces:

  • 16-languages payment guidence for tourists
  • Temporary fee waivers for foreign cards: First-time users linking an international bank to WeChat Pay get 0% transaction fee for 90 days.
  • On-the-ground support at airports and business districts: You may see QR payment help desks to help you link international cards, activate WeChat Pay / PayPal QR scan function at airports/ ports of entry, or in shopping or tourism areas.

The biggest benefit for visitors is that you can pay in China without setting up a Chinese payment account (WeChat Pay or Alipay). 😍

In other words, you need no complex WeChat Pay verification process anymore. You don't need to fullly use or activate WeChat Pay.

How it actually works

  1. You open PayPal
  2. Scan the WeChat Pay merchant QR code
  3. Paypay converts your currency and routes payment through Tencent's system
  4. Merchant then receives RMB in WeChat Pay

💡 Note: It's still rolling out, not every shop works yet. I suggest that you follow future updates before relying on it for full coverage in China!

Bonus: Understand the 90-Day Fee Waivers

It is a temporary onboarding incentive, which reduces cross-border payment fees for new users.

❓ about New Users

  • First-time cross-border payment users
  • First time foreigner payment activation
  • First time linking foreigner cards to WeChat Pay or PayPal account to the cross-border system

What's included

If eligible, it typically:

  • 🟢 Waives some cross-border processing fees (often the ~1%–3%)
  • 🟡 May still leave FX conversion costs (The 90-day fee waiver typically removes cross-border processing fees, but currency conversion (FX) costs still apply to most transactions.)
  • 🟡 May apply only to certain payment routes or merchants (eg. PayPal → WeChat Pay merchant QR system → Chinese merchant ✔️)

Practical Tips for Cashless Travel in China

  1. Use a foreign card as your backup. Visa and Mastercard can work in big hotels, large malls, and international restaurants.
  2. Get a China eSIM plan to get well-connected in China when completing your purchasing.
  3. Keep a small amount of cash , especially useful for rural areas in China.
  4. Ideally, learn to use at least one of the two main payment apps in China, Alipay or WeChat Pay. They actually work for more than just paying things, but also including ride-hailing, metro / bus boarding code, mini-programs (for tickets, food, and other bookings).
